[aw] Apply workflow upgrade for prompt-optimization action pin - #271

This updates the repository to the latest available agentic-workflow action pin where an upgrade was available. The change is limited to the prompt-optimization workflow source and its generated lock file.

• Workflow source update

  • Bumped ai-action/setup-ollama in .github/workflows/prompt-optimization.md to the newer pinned commit (v2.0.74).

• Compiled lock synchronization

  • Regenerated .github/workflows/prompt-optimization.lock.yml so workflow metadata/manifest and compiled uses: entries match the upgraded source pin.

• Effective diff shape

  • No functional edits outside prompt-optimization; other workflow files were not included in the final diff.
